The dude in the lower right is a bid spotter. His job is to call attention to a bid from the stadium seating, guiding the auctioneer through the sale.

If you haven't already guessed, the auctioneers are sitting at the podium in the upper left. There are always 4 auctioneers, all making sure that they are accounting for all incoming bids in an orderly and fair manner.

The seating isn't full because people only sit in this area when they're ready to bid. Otherwise they are in the back looking at the horseys up close.
